Most of Welch’s campaign contributions were made from outside to his district (98.3 percent), including four contributions from Political Action Committees (PACs): $500.00 from Citizens for Housing and Urban, $500 from Floridians For Preserving Sight, $500 from Committee Supporting Utilities and $500 from Teachers United For Better Schools. Welch also received a $500 Florida Lobbying Services, Inc out of Tallahassee.
What does this PAC’s have to do with Lehigh Acres and/or the East County Water Control District (ECWCD)? All of these PACs have two things in common. One – they all have the same address: 120 S. Monroe Street Tallahassee, FL 32301. And two, the PACs have been linked for years to Florida Senator Mike Bennett and Florida Senator Lizbeth Benacquisto.
Looking back into past campaign reports for Bennett and Benacquisto, the Puppet Master Eugen Borosch has given tens of thousands of dollars in cash or in-kind donations to Bennett and Benacquisto. So now they use PACs to try to influence the ECWCD election.
Is there a big stout secret in the closet of the Puppet Master Eugen Borosch?

I have watched Mr. Welch operate since I first came to Lehigh in 2003 while the Chamber was fighting the infamous “roaring Lion” CAITMaster. In reality there was a real heavyweight behind the scenes who had the capacity to help out those he trusted to protect his holdings in East Lee County. Mr. Borosch and Mr. Welch seemed to be very close when they stopped the incorporation drive in its tracks by using their influence with State Senator Bennett. Welch had been working for Bennett up to that time.
Welch is now very much involved in local politics and there has been known influence when Brosch financed local candidates through another obedient patsy, the CAITMaster. Certain people are for sale in Lehigh as people are everywhere in local politics. These kind of people will get into local offices on controlling boards and act nearly normal until someone speaks from behind the scenes in favor of his position as, let’s say, a major property tax payer or as a developer wishing to enhance the value of his holdings.
Land value here is very dependent on water control, especially when it includes lakes or is poorly drained. A supporter of such a developer would naturally vote to lower property taxes, even if it means letting water control property deteriorate further and preparations for a true catastrophe such as a 1/100 year storm. Watch how neglecting known flood predictions affected the fate of New Orleans during the last ten years, did you notice? Suppose a developer (in Lehigh) wanted to open up a special large project and there were the inevitable questions involving water control? Three men on a five men board can go against whatever their staff recommends or enhance the project at taxpayer expense? Who pays for the production of the highly political Merchants Marketer?
